Summary About the Position: This position works in the International Movement Support Division (G33-IS) on the International Sealift Contract Management Branch staff and supports the SDDC Commanding General in the accomplishment of the command's mission. Responsibilities include providing SDDC with objectively based information for making decisions on the planning, development, and execution of international transportation requirements for sealift transportation-related logistics contracts. Responsibilities Leads the planning, development and execution of international transportation contracts. Coordinates across the Joint Deployment and Distribution Enterprise (JDDE) for purposes of governance and oversight. Assembles and leads multi-functional integrated process teams (MFIPTs)for strategic-level logistics, deployment/distribution, and transportation requirements. Serves as Senior Requirements Approval and Development Manager (RAD-M) responsible for leading the requirements development actions necessary to acquire international transportation services. Ensures the best capability is available to support the Warfighter at the lowest possible cost. Manages the acquisition lifecycle of Federal Acquisition Regulation (FAR) based contracts, from a requiring activity perspective. Serve as Functional Manager (FM) providing technical and operational expertise on the development of strategic international contract requirements. Guides/Assists functional managers to develop contract requirements packages to ensure accuracy and completeness before submitting to headquarters. Collects, analyzes, and evaluates contract data for international transportation requirements using the full range of applicable qualitative and quantitative methods. Uses results to assess and improve the program effectiveness and to evaluate complex business processes. Requirements Conditions of Employment Qualifications This position may be filled as a Temporary Promotion or Temporary Reassignment NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition. This position may be filled as a Term Appointment NTE 3 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years without further competition. Specialized Experience: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes experience in: 1) Ability to apply knowledge of transportation and logistics concepts, principles, policies and practices of operations, requirements, and methodology applicable to International Transportation Requirements and Contract Services. 2) Knowledge of acquisition lifecycle management, functional transportation management, and automated transportation systems to aid in resolving contract issues. 3) Ability to collect, analyze, and evaluate data to assess and improve program effectiveness.
