The position is located in the Facility Management Department of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago Illinois. The James A. Lovell Federal Health Care Center is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois which provide medical care and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries.


This position is located within the Mechanical Unit of Facility Management Department.The incumbent is responsible for the accomplishment of the following:

Based on journeyman or equivalent trade knowledge, incumbent of this position assists in analyzing submitted work requested for necessity, conformance with directives, and the ability of the Mechanical Unit to accomplish. As directed, incumbent personally visits work sites to determine extent of requested work, to estimate man hour requirements, to plan task sequence of work, and to estimate material requirements. Make work sketches or requests detailed plans/blueprints, if necessary, to accompany the job plans and estimations submitted to his supervisor for further action. Monitors the Mechanical Unit's work orders through the use of the Engineering Automated Computer System. He generates weekly computer printouts of these work orders to obtain information for his supervisor on delinquent, pending, and/or incomplete work orders. As a working leader, incumbent reports to the Mechanic Shop Supervisor, WS- 5352-10. Incumbent is responsible for the production output of up to 7 employees which are assigned to them. He inspects the work in progress and, after completion, checks for compliance with instructions and applicable specifications.They makes informal evaluation of the work performance of employees assigned to him. Keeps employees working, maintains discipline and develops morale. They also enforces proper use of safety devices and assures proper use of tools, materials and equipment. Keeps immediate supervisor posted on day-to-day progress of assigned projects and informs themm of any unanticipated work delays. Ensures that all deadlines set by supervisor for assigned projects are met. Checks equipment for worn or broken parts, disassembling, cleaning all parts, making the necessary mechanical repairs, adjustments or replacements. Repairs such equipment as large and small dishwashers, food mixers, choppers, coffee urns, meat saws, slicing machines, large rotary gas ovens, gas ranges, deep fat fryers, ward food conveyors, hamburger machines, steam chef cookers, steam kettles, garbage disposers, and other equipment used in kitchens. Maintains other equipment such as gasoline pumps, electric operated saws, planers, shapers and jointers. Repairs vacuum pumps, autoclaves and sterilizers. Repairs automatically air operated valves for washing machines, domestic gas ranges, hot water heaters, automatic clothes washers and dryers, and pumps of all kinds. Repairs exhaust fans and RV units. Replaces bearings and shafts in HV units. Fabricates special parts by laying out scribing line, arcs and circles, angles and tapers from working drawings. Parts are usually machined to .001 tolerance. Cuts threads and keyways, machines shafts and turns down armatures. Re-seats steam and hot water valves by means of the lathe, shaper, grinding wheel, milling machine attachment and other machine shop tools. Performs such steam fitting and plumbing duties as replacing nipples, flexible steam hose on steam presses, cutting threading pipe, replacing air lines on presses and extractors and any other duties that may be assigned. Is responsible for the condition and accountability of tools used. Must exercise extreme care not to damage machinery that is being repaired. Is assisted occasionally by one or two helpers or lower grade mechanics. Responsible for conducting preventive maintenance inspections. Identifies parts and materials and gives proper identification numbers of equipment when placing orders for needed repair parts. Also maintains adequate inventory of parts and materials utilized by the Mechanical Unit to ensure little or no lost downtime on equipment due to unavailability of parts. Occasionally performs assigned tasks in asbestos-restricted areas while dressed in proper acceptable attire and in compliance with established safety measures. In the absence of the Mechanical Unit Supervisor, the incumbent of this position will be expected to act in that capacity, carrying out the job assignments, and other tasks associated with the daily routine of the Mechanical Unit. When acting in this capacity, incumbent will report directly to the Supervisory Facility Operations Specialist. Will also comply with all EEO criteria in dealing with Medical Center employee and staff while acting in Supervisor capacity.

Physical Requirements/Working Conditions: Must be capable of lifting, carrying, and moving heavy loads (weighing up to 50 pounds), stooping, climbing, standing, walking, squatting, kneeling, etc. Often times works in cramped spaces which involve muscular strength and sustained physical efforts. May be required to work at variable heights to accomplish assigned tasks. Full use of arms, hands and legs is required to enable incumbent to accomplish these physical demands. Good hearing, corrected with an aid, and good eyesight, corrected with glasses, are required to enable incumbent to perform a satisfactory job. Incumbent will be subject to working in varying temperatures while performing assignments in poorly ventilated areas and/or under inclement weather conditions. In addition, may occasionally be required to perform assigned duties in a confined space, where air circulation is poor or nonexistent. Heavy physical exertion may be required at times and climbing to considerable heights may be necessary while making inspections or giving instructions. May be exposed to burns, flashes, and/or fumes while observing or performing welding/soldering operations. May be exposed to explosive gases and/or combustible materials. May also be exposed to the possibility of burns from steam and hot water lines. May be required to work in contaminated areas such as soiled linen rooms in the laundry, linen chutes, etc. While conducting work site visits and/or inspections, may also be exposed to normal hazards found in construction areas. Additionally, may be exposed to dust, foul odors, dampness, asbestos, and the hazards of power machinery during performance of daily assignments.
