Nuclear Regulatory Commission Budget Analyst in Lisle, Illinois
This position is located in the Division of Resource Management & Administration, Financial and Human Resources Branch, Region III, Lisle, IL.The supervisor is the Financial and Human Resources Branch Chief. This is a bargaining unit position. Expenses associated with relocation will be paid. This position is subject to Confidential Financial Disclosure reporting requirements.
The incumbent plans, formulates, and submits the annual administrative budget and FTE budget justifications for regional programs, operations, and activities. Prepares and presents budget estimates and justifications. Provides technical guidance in the preparation of the regional budgets and financial plans, and works in collaboration with regional managers and Headquarters personnel. Provides oversight of the budget execution and administrative control of funds processes for the region. Serves asa Regional contracting officer making purchases, entering into, extending and modifying contracts and agreements and settles terminations thereof with private or commercial concerns up to a maximum of $250,000. Creates and maintains contract level execution plans during the fiscal year utilizing the Agency's Commitment Planning Module. Reviews performance against financial plans through analysis of monthly financial reports and various other data sources. The incumbent also serves as the analyst and/or advisor to management on a range of simple and complex activities requiring application of a wide range of qualitative or quantitative methods for assessment of simple and complex management processes, systems, and mission support programs. The process may include but not limited to: budget methodology and control, statistical research and performance measurement; personnel management, information systems, management techniques and theories, organizational structure; planning and control systems; policy and other programs, impacting the NRC.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience includes experience that demonstrates a thorough knowledge of the theories, practices, and principles in the accounting or finance fields. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in, or directly related to, accounting and finance work. This experience must demonstrate thorough knowledge of Federal budget and finance regulations, policies, practices and procedures. Specialized experience is experience providing various simple and complex activities requiring application of a wide range of qualitative or quantitative methods for assessment of complex management processes, systems and mission support programs. Demonstrate experience in providing expert advice in applying the principles and procedures as related to management and program analysis.
