The CCAP Eligibility Specialist participates in all aspects of the Child Care Assistance Program related to providers of child care and parents receiving child care assistance through the Department of Human Services. Reports to the Child Care Assistance Program Manager.

Core Responsibilities:

  • Receives parent applications for participation in Child Care Assistance Programs, reviews and verifies eligibility for child care services based upon state mandated criteria.

  • Re-determines eligibility and follows through to assist parents in submitting the required documentation.

  • Assists in preparing all documents, including required State of Illinois forms and correspondence related to parent eligibility, to notify parents and the Illinois Department of Human Services about eligibility.

  • Verifies eligibility and sets up an arrangement for payment of subsidized care for eligible individuals in assigned caseload.

  • Maintains an assigned caseload; may assist other Specialists with their caseloads, as assigned.

  • Verifies provider eligibility for each assigned case.

  • Ensures that all appropriate forms are sent to providers on a timely basis under program policies and procedures.

  • Reviews billing forms and verifies payment processing.

  • Offers assistance to providers to ensure proper completion of necessary forms.

  • Performs data entry functions related to assigned caseload.

  • Maintains accurate and complete records and statistics on cases with assigned caseload.

  • Provides additional services to parents regarding child care arrangements, and resources by referring them to a Children’s Home & Aid - CCR&R Child Care Specialist.

  • Links interested providers with the CCR&R system for training, support and technical assistance.

  • Assists the Child Care Assistance Program Manager and/or Coordinators in the development of the program and adapts to program changes as needed.

  • Reviews and monitors special cases including re-determining cases and requesting information monthly, quarterly, or as needed.

  • Performs follow–up including telephone contact to client, provider, or other persons involved with the identified special cases.

  • Acts as a liaison with Illinois Department of Human Services staff as related to interpretations of policy and procedures concerning special cases.

  • Makes suggestions to Child Care Assistance Program Manager and/or Coordinators about methods of improving effectiveness.

  • Attends required trainings.

  • Collects, reviews and utilizes data and information on clients and services to inform program/department performance.

  • Participates in regular supervision and staff meetings as required by department.

  • Performs other duties as assigned.

Qualifications:

  • High school diploma required, some college preferred.

  • A minimum of three years of experience in bookkeeping and/or customer service preferred.

  • Excellent oral and written communication skills required, especially telephone skills.

  • Moderate proficiency in data entry and Microsoft Outlook, Word and Excel required.

  • Ability to adapt to change.

  • Demonstrates respect and acceptance of diverse individuals and communities served by, working in partnership with or employed by Children’s Home & Aid including but not limited to race, gender, ethnicity, social-economic status, and LGBTQ populations.

  • Must have valid driver’s license and auto insurance when the position requires an employee to operate a motor vehicle in connection with executing the position’s responsibilities, which include driving to and/or from any agency function.

Screenings:

  • The applicant must submit to a criminal background check and a child abuse and neglect screening and maintain a cleared status throughout employment.
