Summary Description/Characteristics of the Job:

Under the direction of the Assistant Commissioner for the Office of Public Health Emergency Preparedness, manages technical projects related to disaster response with a focus on emergency communications and logistics management planning. Position maintains responsibility for development and adherence to project scope, budget, and schedule. Meet aggressive deadlines set by federal funding agencies and/or city support agencies that support the completion of required plans, reports or other documents. Projects include management of representatives from traditional first responder agencies, the private sector, and research/academic institutions.

Essential Duties:

  • Grant reporting: maintain a valid and up-to-date PERFORMS certificate, allowing for proper grant management and reporting functionality

  • Develop project scopes of work

  • Oversee and approve contractor deliverables

  • Must be able to plan, organize and respond as part of an Incident Command structure.

  • The ability to initiate plan development, coordinate public health activities; which include networking skills with internal and external partner agencies.

  • Must be able to lead, direct and articulate with internal and external partners the Public Health Emergency Preparedness (PHEP) capabilities mission

  • Develop and approve project change orders.

  • Disaster exercise participation

  • Emergency plan development, and Emergency response actions

  • This position is required to work at a various Emergency Asset Storage facilities, maintain complete and accurate inventory controls for static, in-bound and out-bound deliveries, coordinate the receipt, re-packaging, storage or delivery of emergency assets to support incidents with public health impacts with local, state, federal and contractual partners; irregular working hours expected.

  • This position will coordinate, implement and train personnel within CDPH on all aspects of interoperable communication; develop and implement policy, procedures and protocols related the CDPH interoperable communication program as they relate to the city of Chicago's Tactical Interoperable Communication Plan (TICP).

  • This position, as part of CDPH Preparedness and Response mission, will coordinate with CDPH CHEMPACK team members to implement and sustain the pre-deployed emergency countermeasure assets from CDC under the CHEMPACK program. This includes coordination, implementation and training of personnel within CDPH, supporting city agencies, supporting partners and Chicago hospitals on all aspects of the CHEMPACK Program by developing and implementing policy, procedures and protocols related this CDC/SNS program.

  • This position is part of the program's "response ready" team and must be available 24/7 in the event that an emergency situation arises in which he/she will be called into work; required to carry a pager and cell phone for 24-hour access.

  • During a bioterrorism event or other public health emergency, this position could also be required to work at the Office of Emergency Management and Communication and/or Public Health Emergency Operations Center (PHEOC), which may include some irregular shift times. The same applies during activation of the Joint Operations Center (JOC) due to special events or reasons for heightened alerts within the city.

  • Must be able to lead, direct and articulate with internal and external partners the Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) capabilities mission

  • This position will supervise various staff, including but not limited to: Senior Emergency Management Coordinators, Store keepers, Logistical support contractors to continue the development and implementation of plans, policies, procedures and protocols for Preparedness related operations (RSS, Warehouse, DVC/POD, ATC, PHEOC).

Qualifications:

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a Bachelor’s Degree in Business or Public Administration or a field of study directly related to the responsibilities of the position plus 5 years of project management experience in either healthcare, or the supply chain industry; with a focus on resource management / logistics.

SELECTION REQUIREMENTS

Preference will be given to candidates possessing the following:

  • Master’s Degree in Business Administration or Public Administration.

  • 5-10 years project management experience in either healthcare or supply chain industry; with focus on resource management / logistics.

  • A Security clearance of (Secret) or above, or eligible to obtain such clearance.
